It isn't an assumption, though, they are basing it on linux (see the original article).

Which, frankly, fucking sucks. Call me a luddite, call me what you will - I'll keep my apps on my machine, thanks.
Personally I would be giddy to see Cloud Computing thrown into the dustbin of computer curiosities along with the floptical, SGI, the Amiga, stringy floppy, OS/2, NxGen and a host of other "good on paper bad in practice" ideas of yore.
